As per the government’s Unlock 3.0 guidelines, MHA (Ministry of Home Affairs) has written a letter to state governments. In that letter, MHA is stating that there shall be no restrictions imposing on inter-state and intra-state movement. Both the persons as well as goods can move from one state to another without restrictions. Ergo, these are the claims by reporting agencies on August 22nd, 2020.

According to the reports, the letter from MHA (Ministry of Home Affairs) is by Union Home Secretary. Union Home Secretary wrote this letter for all the chief secretaries of state just to draw their attention to Unlock 3.0. The main purpose of the letter was to draw the attention of chief secretaries to para 5 of Unlock 3.0 guidelines. The para 5 in the Unlock 3.0 guidelines clearly states that no restrictions will be there on the people from August 22nd, 2020. This means that people can easily move from one state to another without any issues.

Furthermore, this para also states that no separate permission, approval, e-permits cards will be required for such movements. People can easily cross down the border of states without any issues or permission cards. So, all the people willing to cross down the land borders can cross it under treaties with neighboring countries. But here everything does not end because the letter of Union Home Secretary also noted. Despite the center’s guidelines, local level restrictions can be impose by the state government, according to reports. The letter further says that these kinds of restrictions are imposing problems in inter or intra-state travel. Therefore, this is further impacting the supply chains resulting in disruption of economic activity and employment.

Moving forward, the from MHA states that no restrictions shall be impose. It should ensure that all the MHA’s guidelines of Unlock 3.0 should be followed strictly. However, Unlock 3.0 measures came into effect on August 1st, 2020 but still it was not followed properly. So, that’s why the MHA wrote a letter to the state governments for following the measures of Unlock 3.0 properly. Everything else is ready to start up the services, but educational institutions, schools, coaching centers will remain closed until further notice. According to the government, educational institutions can open after August 31st. But there is no information yet about schools and colleges.
